Successful participation requires organisations to demonstrate:

✔️ European Added Value – Why does your involvement strengthen the project beyond what could be achieved nationally?

✔️ Complementary expertise – What unique capability, infrastructure, data, networks or market access do you contribute?

✔️ Commitment to collaboration – Are you building meaningful partnerships rather than simply seeking funding?

Building relationships before the call opens

One of the biggest lessons from Horizon Europe is that successful proposals are rarely built from scratch once a call is published.

The strongest consortia often have relationships that have developed over months or years.

They are built through:

  • Research networks.
  • Previous collaborations.
  • Brokerage events.
  • Conferences.
  • International partnerships.
  • Trusted introductions.

This is particularly important for UK organisations entering new collaborations.

The question is not simply:

“Who can we partner with?”

It is:

“Where can our expertise create the greatest value within a European partnership?”

A lesson from experience

Having supported more than 500 collaborative funding applications, worked with researchers, universities, SMEs and international consortia, I have seen repeatedly that the strongest international partnerships are built on shared ambition—not just shared eligibility.

The most successful collaborations are those where every partner can clearly explain:

  • Why they are involved.
  • What they uniquely contribute.
  • How their role strengthens the overall project.

The best consortia are not collections of excellent organisations.

They are carefully designed teams where each partner is essential.

The opportunity for UK SMEs and businesses

Horizon Europe is not only a university funding programme.

For innovative businesses, SMEs and technology companies, participation can provide opportunities to:

  • Access international expertise.
  • Validate technologies in new markets.
  • Develop strategic partnerships.
  • Accelerate commercialisation.
  • Influence future European innovation ecosystems.

However, businesses need to think strategically about where they fit within a consortium and how they demonstrate value beyond being a technology provider.
